Faerch joins Coalition of Stakeholders to Demand Inclusion of Circularity Provisions in EU Clean Industrial State Aid Framework

Key stakeholders in the EU’s circular economy ecosystem raise their concerns over the European Commission’s draft Clean Industrial State Aid Framework, citing the omission of support for circularity measures.

Faerch has joined an alliance of companies, umbrella organisations, and NGOs urging the European Commission to include targeted support for circularity within the draft Clean Industrial State Aid Framework (CISAF). Although circularity is recognised as a key pillar of the Clean Industrial Deal, it is remarkably absent from CISAF’s main areas of focus.

 Olivier Laigre, Group Director of External Affairs at Faerch, warns: "To retain valuable materials within Europe, we must significantly boost our recycling capacity. Achieving this requires making full use of all available financial instruments — including the EU’s Clean Industrial State Aid Framework.”

The Importance of Circularity in the Clean Industrial Deal
The Clean Industrial Deal (CID) sets the European Union on a path to become “the world leader on circular economy by 2030.

In addition to the Critical Raw Materials Act’s 25% recycling target, the EU has introduced binding recycled content requirements under the Packaging and Packaging Waste Regulation, mandating at least 30% recycled PET in contact-sensitive packaging by 2030, rising to 50% by 2040. Meeting these targets, alongside others under EU law, will require substantial investment in collection, sorting, and recycling systems.

By including circularity among the priorities of CISAF, the EU can ensure that the circular economy sector benefits from streamlined access to support, placing it on equal footing with other strategic industries such as renewable energy.

The coalition urges the Commission to place circularity at the heart of Europe’s decarbonisation strategy. Doing so will reduce costs, secure access to critical materials, and reduce dependence on virgin resources, by keeping materials in the economy through reuse, remanufacturing, and recycling.

Supporting circularity through state aid will accelerate industrial decarbonisation, strengthen resource security, and boost Europe’s competitiveness. To achieve the Clean Industrial Deal’s target of 24% material circularity by 2030, circularity must receive the same political and financial support as other pillars. Including it in CISAF is not just an environmental priority, but a strategic and economic imperative.
